El artículo incluido este martes en el borrador de la nueva Constitución no tutela el derecho a migrar, pero sí reivindica la posibilidad de ser considerado refugiado. Fue aprobado con 115 votos a favor, 14 en contra y 22 abstenciones, por lo que superó los dos tercios necesarios.
